Missions
CEA, CNRS and IFP Energies nouvelles have created the Alliance Nationale de Coordination de la Recherche pour l’Energie (ANCRE, or French National Alliance for Energy Research Coordination) upon request by Valérie Pécresse, Minister for Higher Education and Research, and Chantal Jouanno, Secretary of State for Ecology. This Alliance follows on from the implementation of the Act dated 13 July 2005 (which sets out France’s energy guidelines), the agreement referred to as the “Energy/Climate package” (adopted in December 2008 by the European Council), the implementation of the guidelines and bills stemming from France’s Environment Round Table and the French National Research and Innovation Strategy adopted in July 2009.
As part of the French energy strategy, and in line with the strategic roadmap drawn up by the Agence de l'Environnement et de la Maîtrise de l'Energie (ADEME, or French Environment and Energy Management Agency) in the field of New Energy Technologies, and with the Agence Nationale de la Recherche programs (ANR, or French National Research Agency), ANCRE aims to:
- Foster and consolidate partnerships and synergies between public research bodies, universities and businesses by incorporating their own requirements and restrictions;
- Identify, in close cooperation with the businesses involved, the scientific, technological, economic, environmental and societal barriers that are holding back industrial developments in the field of energy;
- Put forward, accordingly, multi-year R&D programs and the ways of coordinating their implementation (based on programs ranging from fundamental research to fine-tuning demonstrators for industrial purposes), in line with the national energy policy set out by the French government, and put forward the structures to complete these programs;
- Facilitate the adoption of best practices by producers and consumers in terms of energy used as part of a sustainable development approach.
